I was embarrassed to find out that the issue was the temperature control. The entire time I thought that it could not be the temperature control because I changed the batteries. It was time for me to get a modern machine. There was no issue with the A/C unit, and after the repair specialist installed a modern temperature control, the air conditioner came right on plus chilly air began to pour out of the vents. I still had to spend my savings an emergency service fee plus I had to spend my savings for a modern temperature control, however since I was going to get something new, I decided to go with a programmable temperature control with a touch screen display.
